In Ezekiel 23:17, Oholibah becomes disgusted with Babylonians she once loved; verse 28 fulfills that by handing her over to those she now hates.

In Ezekiel 23:22, God declares He will stir up the lovers she now hates; verse 28 repeats the same threat of being handed over to them.
