Deuteronomy 29:4 says God had not given them understanding — exactly the condition Paul describes as a veil over hearts when reading Moses.

Romans 11:8 states God gave Israel a spirit of stupor, eyes not to see — directly the same hardening as the veil on hearts when Moses is read.
